The basic Union Act related to social legislation in road transport is Regulation (EC) n° 561/2006. Its four objectives are referred to in the first Article and are the following: the harmonization of the conditions of competition between modes of inland transport, especially with regard to the road transport; the improvement of working conditions and road safety; the promotion of improved monitoring and enforcement practices by Member States; and the promotion of improved working practices in the road transport industry. This chapter details the EU social measures dealing with road transport (notably working and resting times), charges for the use of road infrastructure, fiscal measures, technical regulation, external relations, and, finally, the residual application of rules on freedom to provide services and freedom of establishment.
