The chapter on market access in the road transport sector describes the regulatory regime for road transport operators. This activity is subject to the possession of three documents: the authorization to pursue the occupation of road transport operator delivered by the competent authorities of the Member State of establishment following Regulation (EC) n° 1071/2009; second, the Community licence delivered under Regulation (EC) n° 1072/2009 for freight transport and under Regulation (EC) n° 1073/2009 for passenger transport; and third the driver attestation in case the driver of the road transport vehicle is a national of a third country. This chapter also addresses the different regimes applicable to cabotage and international transport.
