Historically, the European Union had refrained from asserting jurisdiction over air traffic management (ATM), with the exception of some aspects of equipment standardization. A number of arguments were made against EU intervention in this highly technical area. ATM is a global activity where the International Civil Aviation Organization takes the lead in developing a common baseline for operators and authorities worldwide; Member States had set up Eurocontrol as an intergovernmental organization to deal with and coordinate action within Europe. Moreover, EU involvement was considered not desirable in view of the military aspects of ATM and of its close link with territorial sovereignty. Chapter 20 explains how the European Union became involved in regulating air traffic management, and discusses the regulatory framework setting out common rules on service provision, airspace, equipment, performance monitoring, and technological innovation through the Single European Sky ATM Research project. The specific relationship between the European Union and Eurocontrol is also addressed.
