Whether a council imposed excessively high prices of water supply services provided to tourist developments located in a community in violation of Section 6(1)(a) of the Protection of Competition Law (‘Law 13(I)/2008’).

Whether a council had an anti-competitive agreement with the Government and/or the local District Officer, regarding the level of water prices and the application of dissimilar conditions to equivalent transactions in violation of Sections 3(1)(a) and 3(1)(d) of Law 13(I)/2008.

Whether a council imposed discriminatory prices between the tourist area and the core area of the community in violation of Section 6(1)(c) of Law 13(I)/2008.

Whether a council abused the relationship of economic dependence between it and the complainants in regard to the provision of water supply services, in violation of Section 6(2) of Law 13(I)/2008.
