Antitrust provisions contained in Regulation 1017/68 governed inland transport in general and road transport in particular until the entry into force of Regulation 1/2003 in May 2004. From this moment, inland transport became fully subject to Articles 101 and 102 TFEU in light of the general objective of modernization in the application of EU competition law. In general, the Commission’s intervention in road transport has been limited. Chapter 8 sets out the regulatory framework for the application of competition rules to the road sector, and describes the practice in respect of restrictive agreements, abuse of dominant position, mergers, and State aid.
