This chapter presents the rules on State aid for research, development, and innovation (R&D&I), highlighting the favourable approach taken by the Commission towards such aid given the EU objective of promoting scientific and technological advance. The chapter considers the particular issues relating to the existence of aid under Article 107(1) which arise in the context of R&D&I. It then deals with the application of the General Block Exemption Regulation (GBER) to R&D&I aid, both in terms of the general scope of the exemptions and the particular eligibility conditions for the different types of R&D&I exemptions. Finally, the compatibility assessment under the R&D&I Framework for aid not covered by the GBER is discussed.
