This chapter gives an outline of the scope of the General Block Exemption Regulation (GBER), and sets out the common conditions and procedural provisions that are applicable to all types of aid covered by the GBER by way of introduction to subsequent chapters which consider the detailed GBER provisions applicable to different types of aid. Common conditions such as general and sectoral exclusions, aid thresholds, evaluation plans and the transparency requirement are discussed, as well as the procedural provisions for publication, reporting and monitoring of State aid that is granted under the GBER.
