This chapter sets out the general principles governing the compatibility of State aid. It deals in turn with automatic compatibility under Article 107(2), and the categories of aid that the Commission has a discretion to approve under Article 107(3), as well as the role of block exemptions and Commission guidelines in structuring the Commission’s compatibility assessments . The chapter also discusses the compatibility of aid to support services of general economic interest under Article 106(2) and the SGEI Decision, Framework, and Communication adopted in 2011. Finally, the chapter addresses the possibilities under Article 107(3)(e) and Article 108(2) for the European Council to authorise aid.
